MAS in International Governance and Law

Switzerland is deeply embedded within international structures, especially European ones. Professionals from the public administration and other sectors, who are involved in cross-border projects, need to know how international bodies and institutions operate in order to be able to represent their interests to external stakeholders in a targeted and efficient manner.

The modular MAS in International Governance and Law (MAS IGL) of ETH Zurich and the University of Zurich is designed to provide the necessary skills and knowledge to conceptualize, plan and implement complex governance projects and initiatives at an international level.

The Swiss School of Public Governance (SSPG) at ETH Zurich and the external pageEuropa Institut at the University of Zurich (EIZ) are responsible for the implementation and execution of the MAS IGL.


Overview

  • Target group: Executives and specialists from the public administration and quasi-governmental sector as well as professionals from the private sector, international organisations and NGOs.
  • Focus: International and national advocacy, governance issues and Swiss-EU relations
  • Career prospects: Graduates are prepared to assume greater responsibilities in their current and future positions in an international and European environment and to effectively represent the interests of their institution in this context.
  • Date: Autumn semester
  • Credit points: 60 ECTS credits

The building blocks of the MAS IGL

The core of the MAS IGL consists of three existing CAS programmes at the two universities. These are complemented with a MAS module.

CAS in International Policy and Advocacy (CAS IPA)

The CAS in International Policy and Advocacy (CAS IPA) enables students to successfully operate in a competitive international environment and to conduct international negotiations on behalf of their own institution. Such competencies are of increasing importance, especially for people who are entrusted with matters of sectoral foreign policy and who, as employees of specialised departments, have not yet enjoyed training in the safeguarding of interests.

CAS in Public Governance and Administration (CAS PGA)

The CAS in Public Governance and Administration (CAS PGA) focuses on transmitting relevant competencies in the areas of international governance and effective process management of global projects. This includes addressing the question of how to analyse and understand multidimensional policy issues. Such skills will become progressively more valuable in an increasingly complex and interconnected environment.

CAS European Law (CAS ER)

The CAS in European Law (CAS ER) offers insights and basic know-how about the EU and Swiss-EU relations and covers selected current developments, particularly in the areas of migration, foreign relations, energy/environment and digital transformation. Lecturers are representatives from academia, the private sector and EU institutions. The online course includes internet-based lectures and discussions, presentations and a written examination and paper. The course is complemented by an optional study trip to the EU institutions in Brussels.

In order to systematically assess and effectively bundle the knowledge acquired in the three CAS programmes, an overarching MAS module was conceived. This module consists of two elements:

  • A lecture session lasting several days
  • A MAS thesis at the end of the MAS programme
